It is weird, it doesn't work on Google TV's with the same OS. I bought a TCL Google TV last year and no F1TV available. That TV was slow as shit and took forever to boot up so I ended up buying a Chromecast for it which has the exact same OS as the TV, however it does have the F1TV app. Apparently F1 has only enabled it for google TV devices and not the built in TV version.
