If its anything like my mr2 was, its just a rubber hose that re-circulates back into the inlet from the air filter. Could always remove and check for obstructions, or place you hand over whilst revving the engine and releasing the accelorator quickly
Generally smoke on a cold startup is caused by valve stem seals. Often when a turbo fails it will blow smoke constantly. This is not always the case, as if the seals in the turbo are leaking, oil could seep into either the compressor or turbine housings. It's irrelevant, as homologated dimensions (in mainland Europe, don't know about the UK) on all 20vt are both 205/50r16 and 225/45r16. 205/50r16 has 611mm diameter. if you go aftermarket, you can run. 215/40 r17 - diameter 604mm, -1,2% compared to 205/50r16.
